He is telling us how cold his apartment is. Complaining just a little bit about the management.
'Can't have any space heaters or nothin' and it's freezin'.'
And I think back to last winter. Without the apartment. And what that was like. And how freezing that was.
So I smile and he chooses an extra coat.
